Yes they are at some places. If they are so disorganized thst they are not covered, then the city pays summarily - and OH WONDER, THAT price is much, much lower.
The problems are everywhere the same. If there is an opaque interface, responsability will end in expensive grifts.

- Ressourcen (Kohle, paar Kolonien rsp. Beziehungen (TM) )
- viele, viele Junge Männer
- Eine richtige Armee
- eine bis auf Bombardement unverwundbare Infrastruktur
- konnte mal einfach, keine EU
- paar neue Ideen

Also da müsste schon sehr viel passieren.

ah, that. For me it was the inability to "get it" re:afd, the stubborn alignment with the German federal state and the increasingly more frequent "Berlin/The EU should..." in violation of basic hacker ethics (one being decentralization and distribution).
