Is it just to give their HR team something to do? Are they just seeing what is out there in the talent pool? -

Even without the benefits of better braking options modern diesel engines are a bit more efficient than steam engines. This is why most modern ships use diesel or diesel electric plants over steam. With steam you end up dumping a huge amount of heat into the condenser just to make the whole cycle work. Stationary power plants are primarily still steam because of the scale involved.
