Of course the vast majority of desktops are Windows but my understanding is that there are more Linux-based servers that Windows ones in production.

For the second part, I think he's he least bad candidate that has a chance of winning. The answer does change depending on what state the person lives in. If it's Michigan, it's a much bigger deal than California or Texas or Florida.

Personally, I don't think ISPs should give you anything except a pipe and possibly DNS. Everything else should be up to the user.
