Big shareholders influence a board which sets goals. individual agents try to meet those goals and jockey for positions. they have some freedom in hitting targets given they don't cross certain red lines. Trump is loyal to the extent he would lose position and assets. Trump was onice till nothing else worked. Bance was lined up before as the bone to throw to middle America

We could have an internal non-washington leader sieze control and have to impose a moral system stop decline like the romans tried.
