It's poetic in a way, since the reason for our gun laws was bootleggers.
And not because of crimes with guns they committed, but because criminalizing the weapons they used meant they could be charged for that if they didn't have evidence of actual bootlegging.

It was surely a spy ship, not that the crew were wholly in the know ("research" vessel), but attacking any ship that is a non-combatant is a war crime, and the flag overrides all else.
