Disposable vapes should be prohibited. Everything that is not reusable should be and people who sell crap like that should be punished. I don't get how today, when we should be aware of the climate crisis, people are allowed to sell that crap. Sorry for the rant. These vapes are laying around on the floor a lot where live. Drives me crazy.

Often, they're run by local groups working with local authorities using grant funding secured by charities who are tasked with distributing ringfenced gov funds. That cash isn't likely to be available for much longer. By keeping it at arms length and blurring the lines, the gov can dodge criticism when local projects fold.
