    Giving handouts and boosting them up to positions people couldn't obtain on their own won't empower them, it creates cargo cults that demand more stuff. Cultural behaviors aren't widgets that the users can replace on a whim. If a culture lacks the inherent structure that supports a basis of understanding to build a system for themselves, airdropping them inside the system isn't going to cause some "Aha!" moment to occur.

    But it is a handout. Providing ready built and functional infrastructure to a people who don't understand it won't make them care about learning how it was built or how to maintain it, it just satisfies an immediate desire without solving the underlying cause of the desire. Just because it's not something you can pick up and literally hand to people doesn't mean the granting of the resource isn't a handout.

    I'd love to see more organic Rankine cycle geothermal plants, but I think at this point the restriction is on builders/operators who understand it than it is on suitable locations and funding.

    A fair assessment. I went through the USN nuclear pipeline, and even when the odds were in their favor, there just weren't enough people who could understand the systems they operated to the level of "Don't operate this switch under these conditions or we all die"

    It's not even as nefarious as that. Often they're managers who've been airdropped into an environment where they don't understand the product from the ground up. They need to be able to hear the jargon as it's spoken in order to regurgitate it at their meetings and correlate it with KPIs, because the actual workers aren't going to do the translations for them. The job of an MBA is to divorce the system from the data in order to find dials to twiddle with, and even they know that if they tweak the wrong dial they can blow the whole system up, but if they don't deliver results then they've proven themselves useless.
