Best known for the cult 1980's movie Withnail & I. set in 1960's student London and the countryside. He's been in a a lot of films and TV though, always worth watching, I even liked him in the Spice Girls movie.

Thanks Hugo. I was taught Tragedy of the Commons, but without any background to it. It now seems obvious to many people in the UK, especially Scotland, that various enclosures laws and other ways of taking common land have not benefited the people or the land itself.

When I read 'vows to make schools safe; I assumed some weasel words, and it meant a few quid for some hazard warning tape to keep people out of the dangerous buildings, but use the existing budget is another method.
