My best friend senior year in high school and I told our parents we were going bowling and then hopped on the train to NYC in 1974 to see the New York Dolls. Made it home by midnight, high as a kite on strawberry mescaline, reeking of ciggy smoke and beer I'm sure but because it was the 70s and that's what both bowling alleys and NY clubs smelled like we didn't get caught. Good times, and wow long ago.....

    @LostInCalifornia Here's the rub - we can pass all the referendum/constitutional amendments in the states, but if a state's Supreme Court is controlled by hardline conservative Republicans those laws and amendments will not get enforced.

    @Piss_Ant From the wording in the article, it appears it must be _spent_, not allocated, so it couldn't be used for longer term/future projects that wouldn't actually spend it before the last day of the fiscal year. It does say unspent funds at the end of the fiscal year by law then goes to pay down provincial debt.
