As an American, I don't think I've ever seen (or noticed?) a metric dry volume measurement.

I did always wonder about recipes that call for grams of flour, but I assumed that was because flour settles a lot (this is why you sift, or at least fluff it before measuring). So weight would be more accurate/reproducible.

The police can only enforce the laws that exist (and this is a good thing, in general, since otherwise you'd have people with badges, guns, and handcuffs--and qualified immunity--running around doing whatever they want).
