Section 230 had not been clearly decided then, and the working premise was "if you moderate any content you are responsible for all of it". MSN carried Usenet, but wouldnt moderate it to avoid liability. They needed a way to remove alt.binaries tho, so the Usenet feed lived on a server with a tiny hard drive and had to be truncated frequently. alt.binaries was always first because of size.
