From the sounds of things, scammers are charging him a shit ton of money to put extra salt water into his veins. This is not good for his veins, being repeatedly pierced like this, and it also introduces higher likelihood of presence of germs - sepsis is not good for you. Also, like, if you can see his blood pressure in his cheeks like you always can, he has high blood pressure - and, assuming he's truthful about being on blood pressure meds, this means that he still has high BP despite medical intervention. Like, if he wants IVs that frequently, the responsible-ish thing to do would be to insert a semi-pernanent peripheral line - which he visibly does not have - and even still, he could get similar benefits by just drinking water, while accepting lower risk for it
