I propose the Self programming language as an intellectual model for a "neo web" (as opposed to post-web): an extensible VM with an extensible UI. The code of any aspect of the system can be rewritten while it is running.

I think the browser needs to be "decentralized" back into a document / layout engine, and the media features spun out as standards-compliant extensions.

That bloat pushed the core rendering engine out and replaced it with space-program-scale operations available only to institutions or companies that could support hundreds of developers.
