So I feel like "Require video games sold to remain in a working state when support ends." really means "when support for an online video game ends, release an update allowing the game to connect to self hosted servers and release the server files"
I don't think this would particularly hurt small developers?
I also imagine whatever law/directive would actually pass the European Parliament (if any) would be more favourable to developers, as I imagine big developers (Riot, Ubisoft, EA) are able to influence MEPs' decisions
