@niconiconi @dalias @chris__martin @raven667 @lispi314 Sounds like you're assuming that a project being FOSS means a community of leaders (or even a lack of one).
Which is blatantly false, a lot of FOSS projects have one leader, for example Linux, OpenBSD, musl, s6 and other skanet software, … have only one person truly calling the shots.
And Debian devs elects a project leader.
And non-FOSS is also really bad at having a defined scope and so saying no, Enterprise software is riddled with bloat, just somewhat different flavored kind of bloat that comes from managers/marketing instead of developers/users.
