Interpretations of the law seem to vary to an absurd degree between federal court districts, to the point that the viability of a case depends almost entirely on which district hears it. Then there's the matter of the SCOTUS having absolute say over what cases it chooses to hear, so it can and frequently does straight up refuse to provide definitive rulings on contentious matters of law that have made their way through the courts, even when there's a massive amount of public interest in having those questions answered.
