The problem comes from the government, not from free software. The requirement to use proprietary software to file taxes is a state-imposed restriction, not a technical limitation of free software. That said, there is no need to create an operating system from scratch, as without this restriction, a GNU tool running on the GNU operating system could be used to file taxes without running proprietary software.

The government wants you to use proprietary software. Nothing new again.
