     This is something I've dealt with my whole life, ever since public school when they would wheel out the retard class and force us to mingle with them: society was better when these freaks were kept in institutions. They can be kept happy and taken care of but the normal folks shouldn't be made to acknowledge them. Coworkers and patrons shouldn't need to put up with them, even if they do a good job they're off-putting to look at.
