Was there a tipping point when mom and pop ISPs just became extinct? Was it ‘cable providers figured out how to talk TCP/IP?’

Obvs there was the change from dialup to broadband, but many mom and pops could give you bigger pipes (they already did that with business customers), so that isn’t the full story.

Regardless of who the fuck it is, if they’re not making ‘actually bring charges and (if found guilty) sentencing in under 4 years’ a foundational platform, I don’t even know what to say.
