Der Petent fordert, dass der Mobilitätsservice der Deutschen Bahn AG für Rollstuhlfahrer und Menschen mit Behinderung für ein flexibles Reisen 24/7 verfügbar sein soll.

#DB soll also einfach nur ihrer #Mobilitätsgarantie nachkommen.

Momentan ist das nicht der Fall.

I meant it in sense 3; I was unaware of previous uses but didn't mean to coin a new term either -- I was just qualifying what seems like an example of good old "#regulatoryCapture" as "pre-emptive" to describe the timing.
