there's nothing wrong with the intent behind such laws but implementation matters a lot. for compliance and viability of the business

you want to make it easy

so for packaging, rather than forcing little businesses to jump through the same hoops as amazon, you say something like "you can only buy packaging from compliant manufacturers"

then you make the manufacturers of the packaging jump through the hoops instead
