Ok here is your verifiable evidence.

The FA works together with the Home Office regarding footballer work permits.

There are various criteria the Home Office expects. For example for older players to have played a certain number of international games etc, younger players have different criteria. These are all available online.

There is no indication from the Home Office or FA that language criteria will be added to this.

Ergo, as it stands, footballers are exempt.
