Why such a HUGE arched bridge over what appears to be such a small distance? Why only one solitary pedestrian using it? Where are they going? Where have they been?

I'm glad in the original post I edited my original "blow on a dandelion clock" to seed head, as I would definitely have made even less sense than normal to quite a few people.
