I personally made sure the ICCS emergency phone system used by several police forces, ambulance services, fire brigades, and the coastguards did not fail because of #Y2K. Believe me, it would have failed.

The guy in the picture is advancing the same bizarre stuff as the #Brexit fanatics, who tell us to embrace the "opportunities" Britain has supposedly gained as a result of cutting itself off from everyone in Europe.
