Maybe digital production improved so fast that Hollywood's still very impressed by CGI and thinks this makes other elements of movies less important. Maybe fads like mystery boxes and cinematic universes were too successful despite cheating at the writing. Maybe a series of writer's strikes made it riskier to rely much on writers. The details I think you'd need a good historian to describe with insider reports, but the result I think is clear enough: the writing is always impressively bad.
