    That entirely depends. Many illegal weapons come from legal manufacturers, but many criminals just set themselves up a factory that churn out high quality pistols and the like, as all you need to make high quality firearms is standard machining tools like a lathe and a NC or CNC and reasonable quality metal (with a computerized CNC, you can shove a few blocks of metal in and get out a perfect clones of whatever firearm parts you want and then you just add rifling with a lathe and add the rest of the vitamins (springs are trivial to source) and end up with a perfectly functional firearm).
