Most of the IDF was tied up in the West Bank where there were violent settler land seizures going on with the IDF frequently assisting. So, they responded in chaotic ways to the attacks of October 7th. There are some reports from Israeli civilian witnesses that (at least) some Israeli deaths were "friendly fire" incidents.
