Ask any living former USSR resident and they'll tell you about the stuff they sae when various gibs were rolled out for "disability" and how suddenly perfectly healthy people were walking with a cane, or how the touched old guy who used to do odd jobs for everyone for a decent living suddenly stopped showing up and died of suicide a few months later. It's really not surprising that when you put programs in place without some type of equivalent programs for functional people, you create perverse incentives. I don't even hold it against people who want to do ceremonial marriage not recognized by the state, because st least they can have a baby at a hospital for free and not have to pay out the ass for everything here.
