It's very mixed on the west coast now due to population change though.
The problem even in this discussion flows from differences re rules, which anglos love — women must be x or y. They must do a or b.
Spanish societies, which anglos see as disordered and rule lacking due to community traditions, view the situation otherwise. Women aren't bound by rules per se. Good ones fill roles.
Tl;dr. Anglos want to force the thing into a form via public law and contract. Rules precede people. Spaniards do it via community and ex-communication. People can do what they want, subject to the whims of others.
