OK, two people asked about this, you and P. So I will try to explain it briefly.
It refers to a phenomenon that frustrates the machinations of those who would insult, hold back or harm Black people as a whole. Not hoodoo/obeah/voodoo or some animist practice per se.
It's like there is some force out there saying "Oh, so you want to segregate and marginalize black people so that they die out, fuck that, I'mma make your people die out." "I'mma make the Zulus kill the British Redcoats" "I'mma make the Haitian slaves kill the French people and soldiers".
Like some entity that just fucks up bad plans meant to harm blacks and responds to Black pain. Some ironic thing that makes Black music a billion dollar industry, makes Obama president, and makes Meghan Markle marry a British prince.
To be clear - it doesn't refer to the God of Jews/Christians or Muslims, because the people in the Black community who use the phrase generally agree that those religions have all played a part in initially subjugating black people (at least, the versions of those religions that have been around from the 10th century CE onward).
There is a lot more to this but the finally thing I will say is: Some people think it is just the collective egregore of Black consciousness and desire for full spectrum (educational, social/cultural, economic, militaristic) liberation.
