as for Dr. Gero he was a loyal believer of what Red Ribbon represented, he even got his wife and eldest son to become full members of red ribbon (heads up, android 16 is modeled after his son, your guess as to whom the "non canon" android 21 was modeled after, hint it was the other important person to gero), the androids or ell "artificial and enhaced humans" program (how the manga actually classified them) was headed by Dr Gero, gero's eldest son dies when goku destroys one base, his wife dies when goku blows another base (that apparenly got shown in some side story manga and in some discarded dbz scenes), which drives gero mad with vengeance.
as for the super hero movie, apparently is less bullshit in the manga as a lot of commander red's family was onto red ribbon, for gero his other children were not old enough to join back when goku was destroying the organization.
as for the time frame, do not forget that goku was like 12 when he took on red ribbon and rn is about 40.

There's always tempting offers of tons of capital and benefits with some "small" strings attached. Maybe it's not realistic or has been tried and the locals always flubbed it up.
Instead of "rootless merchants" with no homeland and quite a shifty character about themselves, merchants who are tied to your country somehow (preferably by blood).

If free trade means everybody, you're allowing cheaters (slave labor, frauds, etc.) to outcompete "decency". Relying on merchant class to provide quality checks is dubious, because laundering and bribery exist. Relying on "the market" for the same causes damage to consumers and businesses. Not that I'm a fan of overly complicated bureaucracy, but there are times and places for filters, even self regulatory orgs.
