Used pg_dump and psql to restore. Everything's running. Thanks for the help.

@j @phnt @prettygood I'm definitely going to use this when I inevitably have to upgrade the database for Mitra. TY.

@prettygood I'm reading though the pg_upgrade instructions and some of the steps might as well be in Chinese. I know I have Synapse currently running on v12 and Mitra currently running on v16. However, the documentation for pg_upgrade talks about upgrading the clusters. I don't want to do that. Just move the database to a new cluster. Maybe I'm missing something.

@mischievoustomato Think I should bother, or just start a new matrix instance?
