If your userbase is going to be powerusers, just solve the problem by eliminating it from your requirements list.
Even just a shell script that uploads a directory would be upload the output of a static site generator and onboard relative newbies.

I would imagine that if you're expecting most of your users to come from fedi, then they would be comfortable working with a cli tool or rest api like neocities has, completely sidestepping the need for e.g. UI driven file management on the site. -

Tor is engineered in a way (onion routing) that I trust so as long as I am using ssl or a secured protocol, I have no problem routing such encrypted traffic through tor.
