I agree with you, a desktop UI needs a scrollbars thick enough to be clickable.

Even though in Firefox (and probably other browsers) you can activate scrolling with the middle mouse button. (see attached png)

This is also very fast.

But on mobile devices the screen space is precious, so a thin scrollbars must be enough.
