I guess various presidents have invoked the Insurrection Act dozens of times, usually in the face of rioting, usually for a short-term. I don't think it had any effect on political campaign fund-raising or elections generally (except for during the Civil War!)
Trump could invoke the Insurrection Act like these other presidents did, in the face of real, imagined or provoked (false-flag) rioting w/o effecting political campaign fund-raising, I think.
