All free licenses give freedom 0 - thus you do have the freedom to use the software however you want with free software.

Merely because a license doesn't grant you the power to take freedom doesn't mean you are a being restricted - rather restrictions are being prevented.

If you feel like you are being restricted by a strong copyleft license like the AGPLv3-or-later, you should bring up the issue with the relevant party - your government.
