There's some secret sauce in the packet filtering algos but the concept is simple enough. The main hurdle seems to be actually owning enough infra to be able to withstand multiple gigabit ddos attacks and still stay upright. That takes a really big pipe and a non trivial amount of hardware. You'd need investors, and there's not really a market for a "mom and pop" sized cloudflare.
