No, it was a policy informed by what masks actually do, but not rigorously tested during a global pandemic (we have only had N95 masks for so long).

It DID work to reduce R_0 substantially. Millions of lives were saved and we were close to having covid under control . It bought us time to develop vaccines.

No, I'm following the very basics of what science has to tell us about disease. Things like "covid and flu are caused by different viruses, that behave differently when they are in the body" and "masks work" are not some kind of thing that I'm making up. They are what the actual science tells us.
