If they get angry enough at the sanctioned country they'll crank up enforcement. I can only guess that the lawyers have been seeing movement towards "we gotta super bully Russian people now because the financial sanctions didn't work effectively enough".
Like, why was Babak Farrokhi, Iranian dev, ejected from the FreeBSD project but allowed back in 2015? Iran was still sanctioned in 2015.
We should be more angry at the governments than Linus & co
