A headshot is not total incompetence. You don't land it by mistake or with a gut shot while running, you have to stop, rise your arms and shoot at head level - in a crowned metro station.

It's not incompetence, it's how they're trained to shoot: to kill. Dead peoples don't press charges, don't testimony and don't fire back, so they shoot to kill. Safer and easier, you see?

They protect and serve their masters, mass murder is not a malpractice in this case. They're trained to kill peoples if they start to threaten their masters, that"s their job.
