ex. france has a month to month welfare where you pay in or get paid based on where your income was that month, so people are not penalized for seeking work (and maybe losing it) vs. bed rotting. social security in the USA makes you sue them to get on and revoke it if you seek work, which is the opposite of what we want people doing
