Its supposed to be a safe haven for any persecuted Jew and part-Jew in the world. I agree the definition should be stricter, probably only 1/2 Jewish ancestry allowed, or else you have situations like the current where Christians in post-Soviet countries without any real ties to the Jewish people are immigrating for economic reasons. But the question "if Jews have a right of return in Israel why don't Palestinians" is completely inane, theres no serious Jewish demand for a right of return to a future palestinian state (despite Judea being in the West Bank) so why should palestinians have a right of return to a jewish state?
