Initially they'd be built as a supply hub for building solar power satellites and more habitats. Once they get to a certain size they would be self-sustaining, because you basically have limitless solar power up there.

Disclaimer: this was possible with 1950's Germany assuming no war, or 1960's America with project paperclip but without the cultural revolution. Our species missed the boat though. Like the Roman empire and industrialization, had things been just a little better we could have made it happen in this civilizational cycle, but we seem destined for a collapse and dark age first.
