Everyone in government just wanted to be rid of ROE because it was a terrible decision and made everyone look bad. The SCOTUS had to hear at least 2 cases each year, challenging and then supporting it. The parties used it to fundraise but never actually DID anything about it. Trump sending it to the states was a reasonable solution and he's correct that you don't want a President of either party telling you how to live your life.
