Zero reasons to put it into water, as it's only harmful at that point. Toothpaste has the potential mucous membrane issue mentioned. Fluoride is useful for teeth, but you don't need that much of it and it doesn't leech away if you're not drinking (delicious) distilled or RO water regularly. What ticks me off about Fluoride is it does accumulate in soil, so if you're a backyard gardener on city water, you're getting too much fluoride through everything and there's not much you can do.
