Before then it was pretty common in every major western city and frontier town. It was never enforced well, so it just became a way for criminals to get easy money and entrap otherwise respectable men, but after porn became legal we have a sort of pseudo-prostitution where lonely men don't actually get female contact but instead have way more toxic para-social relationships. And at least in the past there was a sharp dividing line between a respectable woman and a whore, but now there's a fuzzy gradient that can lead otherwise salvagable women astray. Maybe the early feminists wanted to cut off their competition so they could more easily control men with their lust, leading to a whole society of simps.
