Oh it's absolutely racist.

The net effect of the electoral college is that it reduces the democratic power of young Black voters and people that live near young Black voters (AKA, people that live in cities), and increases the power of those that need it least: older, richer, whiter people (AKA, people that live in sparsely populated rural areas).

Racism as in "The design of this system disadvantages Black people." Not racist as in "The N-word."
