One very nit-picky point: "Spammers and toxic accounts inside the P92 network we or our social graph don’t follow" should read something like "interact with" instead of "follow" because DM spam, or toxic replies, can happen even if you don't follow the bad account (as you seem to be aware of based on the rest of the document).
