"The industry." The industry didn't make it, Mozilla made it. Why Mozilla made it should be obvious.
Have you looked at Mozilla's runoff? It's the ultimate in NIH. It's a scabby horror. They're basically China right before half of Europe and all of Japan had its way with them. They don't realize how slow they're moving and how far behind they are because they don't look out the window, they're happy to have 30% of the market and let IE have the rest. Chrome eats their lunch and it took them a year to notice. (You want a dark laugh, have a look at announcements and comments under announcements that they made in 2009.)
Everything they need, they invent a terrible version of: need an FFI, create IDL, need a GUI toolkit, create XUL. And they expect people to show up and join their ecosystem, they ask why no one uses XUL to build a GUI (because XUL is awful), they don't know why people keep using things like SWIG instead of IDL. In the mean time, they can't figure out how to separate any of these components because all of the good hackers left, so if you want to build Thunderbird, you download their entire codebase, the same one you download if you want to build Firefox, the same one you download if you want to build B2G, their OS that nobody used. The company has spent twenty years failing and then you ask why they'd make their own terrible programming language, a godawful hybrid of C++ and JavaScript, the two worst languages known to man? And then you wonder why they spend all their time pushing it instead of using it?
It should all be obvious.
