Yes neither do we. Our phone companies were required to give everyone that would be affected an LTE flip phone or smartphone (depending on what they had) before they shut it down so their service wouldn't be disrupted. Especially for 911.
How is it that hard? Everyone that's affected just gets a free phone with no strings attached from their mobile provider months before the shutdown date. Yeah it sucks for the phone companies but they're the ones that want to shut it down in the first place so they should be the ones to pocket the bill. At least that's how we've always done it here in the US.
